Add Project provisions for real: it clones a repository into the managed root on this VPS and creates the matching Paperclip project, primary workspace and isolated-worktree execution policy — behind an explicit approval, with a dry run as the default. The older Inspect → Prepare import path still produces a plan-only artifact and never touches anything.
